The urban concept transforms the fragmented town center into a network of public spaces, linking Kolbererplatz, the church forecourt, and a new Karolinenplatz. Traffic calming, continuous paving, and improved pedestrian connections enhance spatial cohesion while maintaining necessary circulation.

The new town hall, positioned prominently at the edge of the center, forms a civic landmark through its placement and interaction with surrounding buildings rather than height. Together with adjacent structures, it defines a new public square. Public functions such as the citizens’ office and assembly hall are located on the transparent ground floor, while administrative offices are organized above in a compact and efficient layout internal courtyards that provide daylight and orientation.

The facade reflects this organization, with open, glazed public areas below and a more structured timber-clad upper level with adjustable shading elements. Natural ventilation and simple systems ensure a robust and low-tech building operation. Green spaces, new pathways, and landscaped areas connect the center with its surroundings, creating places for meeting and recreation. An energy-efficient concept using passive strategies and renewable systems completes the design.
