The project creates a new civic center in Kolbermoor, combining town hall, library, and public spaces into a multifunctional ensemble. Positioned between the historic core and the adjacent park, it strengthens urban identity while establishing strong connections to its surroundings.

A curved two-storey base integrates public functions such as library, adult education, council hall, and ceremonial spaces, linking street, square, and park into a continuous urban landscape. Above, a five-storey administrative volume forms a distinct landmark and defines the eastern edge of the town center.

The main entrance opens from the new town hall square into a generous foyer with citizen services and exhibition areas. Public functions are clearly organized: the library and café operate independently at ground level with direct access to the park, while council hall, wedding room, and education spaces are located on the upper public level. Administrative offices are arranged efficiently in the upper floors around a central core, ensuring flexibility, natural daylight, and clear orientation.

The architecture emphasizes openness and connectivity. Transparent ground-floor facades create a strong relationship to the public realm, while the upper levels form a more compact and unified volume. A modular structural grid allows adaptable office layouts, supported by a reinforced concrete frame with thermally activated slabs. The facade combines transparency and solid elements to balance daylight, ventilation, and energy performance. Integrated shading and natural ventilation systems ensure comfort and flexibility in use.

The new town hall square is conceived as a generous, barrier-free public space with natural stone paving, suitable for everyday use and events. It connects seamlessly to the adjacent park, which retains its mature trees and open character while being enhanced through new pathways, seating areas, and a playground. Together, square and park form a continuous civic landscape that encourages social interaction and strengthens the identity of the city.
